As far as I know there is no Ice Dragon in AD&D. It is called a White Dragon. It is made of white scales. He is saying his dragon is made of ice. I could be wrong since I haven't played D&D in a long time and it's possible some of the newer editions include an "Ice Dragon".

However, this novel sounds cute and interesting, and as GRRM wrote in the acknowledgments, the devil (or, in this case, dragon) is in the details.

When he first started he was 500 pages deep, then he scrapped all of it because it wasn't working. How many authors have the integrity to do that? Not many. Most would just release the derivative material they have to appease fans and cash in, but George RR Martin has too much respect for his and and for himself to do that. He's a craftsman. And he doesn't give a fuck if you don't like it.
