Provided you have the processor to back it up, pretty much. Some of the games I can play well include:
GTAIV (Medium-High)
Crysis (High)
Fallout 3 (Maxed)
Far Cry 2 (Maxed)
Assassin's Creed (Maxed)
Bioshock (Maxed)
Left 4 Dead 1 & 2 (Maxed)
Borderlands (Maxed).
And that is just with a $70 AMD Athlon X2 5600 2.8ghz processor. If you had a better processor than that you would fare even better. Hell, I could still PLAY all of those games with my old single core AMD Athlon.
how much fps could i run this game at with max settings at 1280x1024 resolution? my specs are : Intel Core 2 Duo E7300 2.66GHz, 2GB DDR2, and NVIDIA GeForce 9800GT
I have no idea, but I would imagine you'd be pushing some ridiculous FPS. The human eye can't distinguish much of anything over 60-80FPS so your gameplay experience with this game would probably feel exactly the same. Other games, however, would benefit a lot. The more demanding games wouldn't run nearly that smoothly with your current setup so more RAM and another GPU would help those.
@ChappyDee hey dude i know this video is old and what ever do you think i can run most games with amd athlon x2 245 2.90 cpu my sceen resolution is a few years old and it only go up to 1280-1024 xD so i guest that helps but for example how many frames do you think i would run in this game
can you tell me how can display the fps on screen without running fraps in backround

If I had to guess, I would say no lower than 60-80FPS ever, probably dipping up into the 100's at times.

and also get 4gb ram
