The flanking rope is loose enough that the bull thinks he can KICK the rope off, but tight enough so that he can't. This is how bulls get the kick and the leg extension. Dumb asses like you that have NO CLUE what bull riding is about is the reason you dumb fucking tree huggers get a bad name.

Tying a strap around a bulls genitals would severely limit his mobility, which is exact opposite of what the stock contractors or bull riders want, since both the bull rider and the bull are scored during the ride.

It causes basically the same response as someone putting slight pressure on a pressure point (you thrash around trying to make it stop but it doesn't really hurt), but if someone puts a lot of pressure on a pressure point it causes discomfort and you don't really want to move.
