Reason why it took so long to pop the balloons is simple: You kept moving the laser. Keep it steady preferable don't hold in your hand. When it points to one spot it generates a lot of heat that pops the balloon but if you move it around the heat is spread to larger area.

If I understand correctly, it's illegal to point it at airplanes, helicopters, or any vehicles. I think it may be illegal to turn off street lights by pointing it at them. Blinding someone is also probably a pretty bad idea, lol.
