Cats are fastidious and need to have sand or dirt or kitty litter to cover when they use the litter box. Also, it is instinct as they need to cover their scent. Please add something to the cat's litter box.

Jeezus you people are insane. I don't see how any of this is cruel. They're obviously changing out the litter and the cat probably jumped in the box confused because there is nothing in it. You can tell some kind of litter has been in it because the pan looks dusty from litter being in it from before.
