There are 2 versions of Action 52. One of them have this glitch while the other would let you enter level 3 but then unable to exit and have to force reset.

Apparently, there's even more versions. If you see mikeyspiky200's Action 52 review, he plays Billy Bob and passes level 3.

There's the (U) edition, and there's (U)(!) edition.

They just play differently on different emulators.
