This article was published during the 1900s, the bicycle was possibly introduced to Korea during the 1890s by American foreigners. Only a few bicycles were in Korea during this period and many were owned by foreigners or higher-class and many Koreans from the countryside don't know much about it, it became a curiosity in Korea and it was often been stolen by thieves. Obviously many Koreans weren't educated or notified compared to today.
