I don't know if you can find a tuner locally, I found one in a local music store, they use it for harp tuning. It is called harp tuner wrench. I once ordered one from Amazon.
You also need some pitch-carrying instrument, this will give you ideas if it is too low or too high. tighten it or loose the string will help tuning. I know it is hard. I wish I could help you. It is similar to piano tuning, kind of. I think

@pablobando just look for any shops that does that.. cos its not easy to tune yang qin~ it took me almost 2 years to master the right way to tune it~
