Then the Nigerian Goverment has to look for a way to make people pay bills just like developed countries. Its about bringing in the bills to every house and make people pay it. Those who cannot afford depending on their salary income should pay a lower amount. Secondly the Nigerian Governent has to improve & expand their prisons as well.
