Actually, I think the criteria for warnings and watches may be different in different parts of the country. In Kansas, for example, where tornadoes are common, a tornado has to be sighted or rotation has to be indicated on radar in order to issue a warning. However, I live in Georgia, and I read up on the warnings and check the radar, and we've occasionally had a few warnings issued that simply said "a severe thunderstorm with the capability of producing a tornado."

Also, in the past warning areas were larger - usually an entire county. There was less of a chance that your particular location would be hit. Now the area is much smaller so the probability is higher it might knock on your door.

It isn't misleading. It says TORNADO WARNING. There is nothing misleading about it. It doesn't say Tornado Sighting in Manhattan, KS. Reading Comprehension owns you.

The damage to the hardware store was the one on the 11th, which was the first tornado damage to Manhattan in 42 years.
