He is still over taking other cars even if he hasnt reach the limit yet. In regards to the cigarette butt - he should be reported; especially in light of what has just happened here in Victoria with the deadly bushfires. It only goes to prove how fucking ignorant, selfish and negligent people can be!

I see so many (off cam) cigarettes just get flinged out of cars on to bushland. I have even seen passengers with the window down smoking out of cars at petrol stations, whilst the driver is filling up. Each time I've seen this, I've reported it to the console operator, who just shrugs and does nothing. I've probably seen that occur about a dozen or so times this past year.

A couple of days ago I was coming back along Eastlink in Melbourne and there was a fire starting up on the middle strip. I figured it was probably someones butt that got flicked and this is while they're still fighting fires around the state; you'd think it would be fresh in peoples minds not to do such things. I was completely amazed this one time, when I watched a person at a set of lights open their car door and dump a full ashtray of butts onto the road. The mind really boggles sometimes!
