I am British so i would say the SAS, they invented counter-terrorism. Have a look at their very good modern day raids, the Iranian Embassy siege, Mogadishu, Falklands, Borneo. No matter what country i was from, the SAS are the "best of the rest".
@TesArena if you can somehow get into the british army and serve for 3 years then yes, however if you can then join the greek 1st Raider/Paratrooper Brigade.

@TesArena no what i mean is if you can then try join the british army. you must then serve for 3 years before applying for SAS selection. however if you cannot join the british army you could join the greek army. you can then go on to try to join the 1st raider/paratrooper brigade. this is the greek special operations force which was set up to be an allied unit atached to the SAS during WW2. they are based on the SAS so if you cant join the sas try for them

Whats the real story to raoul moat? Was it him not dealing with civillian life or was it something more? I cant help feeling that the sas have been told to ignore the raoul moat thing.

@WMGISGAY No they were not, it was a special unit in the Police who are trained by the SAS.
