Neptuneman was portrayed as one of the greatest tag team wrestlers in the series and to talk about what if Neptuneman didn't have Magnet power is like saying "what if Superman was on a planet with a red sun." The character was meant to be a near invincible heel wrestler, but with his own twisted code of honor. The character was one of my favorites because of his cool powers, wrestling moves and being based on a combination of Hulk Hogan and Stan Hansen.

When, they locked up in a test of strength, he felt how comparatively weak Robin was and walked away despondent. That was when he threw himself in the Thames and accidentally found Neptune King (Big The Budou) who offered him an even greater level of power and the opportunity to wrestle and train the Perfect Choujin army as well as prove his superiority.
Without his magnetism powers Neptuneman might have lost to Mongolman, but without those powers he probably would have fought a different match, so who's to say. The magnetism power is only worth mentioning as a separate entity because it isn't actually Neptuneman's, it's provided by the Earth.
Neptuneman has always been considerably stronger that Robin Mask.In the song he talks about when he was known as Kenkaman(aka Quarrelman) and met Robin in the finals to represent England in the choujin olympics. They locked up in a test of strength and Quarrelman felt how comparatively weak Robin was and walked away in despair at the lack of a challenge. Neptuneman was mostly playing with Robin and Warsman to make the match longer and more fun for himself.
