You're right: the CO2 released from biomass electricity is not carbon neutral. However, the carbon released from coal-fired power plants is far worse because it is fossil carbon. Coal's CO2 has been stored in fossil form for eons, whereas the CO2 in wood waste came from today's atmosphere. Trees will grow back in the forests where the wood waste was harvested. Coal does not magically re-generate.

Interesting. I didn't reaize there were power lants based after wood as a feul... knew of charcoal-burning station in the early 1900s, but not of this.
