Grounds for impeachment is "high crimes and misdemeanors" but that term is not defined anywhere. So, Congress can in fact impeach a President for anything real or imagined, assuming they have the votes. Remember "impeach" does not mean "remove from office" it is more like "bring to trial." And finally, it is not a court that names the powers of the Legislative Branch, it is the language of the Consitution that controls.

Gore is on record blasting Bush Sr. about NOT doing anything about Iraq's WMD programs in '92-even used it for his campaign. 1. Bush withheld such information, which every investigation as to such an allegation has been proved false by congress- hence no charges filed. (controlled by dems).
