You can see that he strains at 1:01 and the bridge starts to narrow down, probably from the distance. Chances are that he wouldn't have met the time window alone that he mentions at 0:24 and even if he did cross the distance, accuracy would be a problem.

Flash is by far the most powerful superhero. He just uses his powers in the most inefficient way feasible.
Sure-- You could punch some guy a few bajillion times, or in the same amount of time, you could RUN AROUND THE WORLD and punch him. So useful.
On the contrary, that's pretty damn cool.

A lot of people must not understand how insanely strong Flash is. In his comics, he's outrun his own death, then went on to outrun the heat-death of the universe. Flash doesn't make sense.
