the main reason i think people do drugs is because its illegal.

If you tell someone not to do something they most likely will do it depending on the matter, and if you tell them they can do it they loose interest in it and probably don't want to do it anymore.

They've even came out and made statments thanking the U.S. for keeping drugs illegal. And besides, someone who's addicted to meth or heroin is not a criminal. Nobody wants to be a drug addict. Don't arrest them, Get them help.
