But 'm afraid "always keep your thumb on top of the neck" is the way to play if you don't want any range across the fretboard.

Bending is easier when your thumbs not over the neck, but that's no reason to say your better than everybody else. And also, for bends, it really depends. I know some people who can bend really well and they keep their thumb over the neck. It's just practice ans strength. Some people can do that.
