@joewallace2 The bridge is operated by pistons. Two on each side, 4 pistons per leaf, 8 in all. Unfortunately the pistons failed to loose hydraulic pressure and kept the bridge in the upright position.

The problem was when the bridge operator had pressed the down button, the pistons had not lost any hydraulic pressure, keeping the bridge in the upright position .
