What if the place your trying to upload it to says it has to be under 100000 Bytes? I dont know how to get it that small. Please help

when you do the save as does it change the original picture or do you keep the original and now have a copied one saved with less KB?

It reduces the quality in my photoshop how can i mantain the size and quality (because its a youtube background) and make the file less than 256k because its 2.3mb now
