No u don't duh. There's two ways to get it. 1- Impress Bungie A whole lot (like a forge map, game type, machinima video, etc)

2- Be a bungie employee. Which you can only be one if you work at bungie studios.

You can only get flaming Recon if you are a bungie employee.

And you can only get regular recon if u impress bungie or u r a bungie employee. Well that's how you get it, duh
