The joke was pretty funny. But, your water rule is off. WAY off! It is more like two general rules. 1.) Older whiskey, 20 years plus, or sherry cask take very little water. 2.) Younger whiskey or cask strength take more water. Yet, never go to a 1:1 ratio. You will be drinking a scotch and water, and not scotch!
