The term "Interstate" is actually just referring to the fact that there are no stop lights, cross traffic, rail crossings, or anything else that would obstruct the free flow of vehicles.
Highway is a term commonly used to designate major roads intended for travel by the public between important destinations. They may or may not go from one state to another.
