It's refering to the principal that all things are interconnected through God, it is through this connection that a practitioner affects change with magick. Just to clarify, God in Thelema is considered unconscious and uncaring, therefore leaving men and spirits to be as gods, it's pretty much the same cosmology as found in the kabbalah. It's the world view which marks all self-serving philosophies.
