I powered up my Eee PC in sync with your video, and it took me shorter time to get to Windows Xp desktop. I'm not dissing Xubuntu here. In fact I like it and want to install it at some time. But is there an optimization step that can shorten the boot up time?
XP is faster than MOST linux's (is that the correct term) BUT Windows have been trying to make there OS's boot time fastest for ages they cheated although it seems to load fastest when you log on not everything has loaded and usually you have to wait a while before you can do anything with Ubuntu when it's done it's done you don't have to wait around for ages for your first app to load.
