No, it depends on the design, for example the 2 rotors or (13b) are not known to produce high amounts of torque. In the other hand the 3 rotor or (20b) on a factory form it produces more torque than horsepower, but its because of its exhaust design. Typically the 3 rotors are known for having much more torque and horsepower than the 2 rotors. Also remember the 13B engines are 1.3 Liter engines and the 20B are a 2.0 Liter engine.

The regular rotary engine that comes in the RX7 & RX8 is a 13B engine, its called a 13B because it is a 1.3 liter engine also a 2 rotor configuration. The 20B, has an additional rotor making it a 3 rotor engine and a 2.0 liter engine. Hope this helps.

I love the Japanese imports because they are the most customized type of cars in the market. Meh....are you a mechanic? RX7 and RX8 have a 13B or a 2 rotor. The 13 means 1.3 liter engine. The 20B is a 3 rotor engine with 2.0 liter. Hope this answers your questions.

3 rotors usually make more torque than the 2 rotor, but the torque numbers never go over HP numbers that I have ever seen.

All High performance engines that i have seen the HP is always higher, that could be because usually the exhaust ports on a stock 20b are very small and perhaps creates more torque.
