I believe the singer is Caitlyn Glass if memory serves me correctly. The song itself is actually the end of an old Roman Catholic Hymn called Dies Irae, or Day of Wrath, which is about the second coming of Christ.

The song, as well as the girl in the picture, are from the anime and manga, D.gray-man. Lala is a 10,000 year old living doll, powered by a substance known as 'Innocence', and lives in the ghost town of Matel, or Mater. She first appears in episode 3, season one. She 'dies' after the Innocence powering her is taken and her companion Guzol dies. She only appears in a couple episodes, but has an impact on the anime as a whole as the main character of Allen's first mission as an Exorcist.
