I took an emergency management class a few years ago and we read a study on looting behavior. Looting typically takes place in waves. First usually takes luxeries (TVs, Stereos, cigarettes,a nd the like) basically nothing that will sustain life. Second takes beer, wine, booze and other comsumable luxeries (cake mixes high priced foods). Third is almost always baby supplies. There is overlap bu tiff you need to loot, go after first wave and get life sustaining items (canned foods, water)

Katrina was a 'good' example...alot of police an emergency personnel abandoned their post and took care of their families. And don't forget the police taking firearms away from citizens. Something to think about.
