The other one is institutional reform in Mexico to weed out corruption and reform the Police. The other one is institutional reform in Mexico to weed out corruption and reform the Police. Mexico needs a Federal Investigative Police agency like the FBI that is well funded, trained and competent. Certainly units like the Naval Special Warfare Development Group (DEVGRU/SEAL team 6), Army Special Forces Detachment-D (Delta), and the USMC 1st force Reconnaissance are at least as capable as their LE counterparts. The rest of the armed forces, I'm not so sure.
