There is another way, this is a bug. If you come out from the elevator, originally two guys will come down from a rope. You can use the ropes.

the part where u bugged, how did u get it so the enemies didnt drop, ive got like no ammo, and i cant kill the black one as i run out of ammo, this is realy fustrating

Save once in the elevator, and load it back. If that doesnt work, go up like I did and that black soldier wont even show up. - if you think about that part. If not, than you must think about that terminator guy. The ammo will always "grow back" if you run out of bullets.
