sodium flouride is also absorbed through the skin during showering and in the clothes when they are washed in it. I think the better point is that it is a toxic substance (regardless of dosage) and it is mass medication of the public with dosage based on amount of water you come in contact with. If we wanted to be socialists, it would be better to spend the money on toothpaste for everyone, something that actually shows evidence for preventing cavities (unlike consuming poisoned water).
