Turn in the 50 star caps to Festus. Eventually you will be told (I assume after talking to him) that you failed the quest. Talk to him again and try to talk to him about a reward, Eventually he will open the vault and you have to check the body of the guy who killed for the star caps. The achievement should pop then.

iv got the gun thank you for help lady, but it takes 5 energy cells for one shot and the clip is 10 so 2 shots hmmm :( but still you get about 1000 caps in crates.

Its really hard getting star caps by just drinking bottles of sarsaparilla, you can have 30 bottles of it and not get a single star cap. But when you barely have any, you get a couple, they can be on any bottle in the mojave.
