If all the guards are dead after Ohdaviing is captured and you need to set him free, just go the the left side facing dragon, up the stairs and on the second pillar is a pull chain to release him. The quest marker for me just pointed to a dead Whiterun guard.

@samsungsmiley1 make sure you press your shout button long enough before releasing, it makes the shout more powerfull (if you dont press long enough he doesnt say the three parts of his name!) Pressing longer also makes unrelenting force and etcetera stronger
