The UN, flag states, and gangster lawyers are at fault for disarming merchant mariners making easy targets for ruthless criminals and corrupt cops. Most piracy is insurance fraud (admiralty law demands 100% repayment for a lost vessel, IOW, there's no depreciating value of ships unlike what trucks and cars have).
It's a heist that's become a crisis for unarmed mariners. Similarly, mariners shouldn't be militarized with armed political officers minding their lives.
