thats cheating, you are hammering the paper, what i mean is you are performing a hammering motion to strike the paper, the paper tears easier that way, try jab through the paper, its really hard.
@GuitarEffects nice one. try to hang the paper in a singke string. that way the paper will move a lot easier and harder to punch. my friend who do karate once said the most advanced level of this training is to tear a silk cloth. but i dont know is it hoax or not :p

1 month, but I use the special computerized biomechanics training system "Knockouter" , It seems katate gurus can't train their students so fast...
