Because Don is the perfect turtle for the situation. Raph is already angry and agressive for the most part so turning into a monster wouldn't change him much except for his appearence. Don is the most gentle and mild-mannered of the turtles. Turning into a mindless vicious monster contradicts his personality completely, almost like he's become the opposite of himself.

Holy heck! Watching Donnie transform was like watching a horror movie. It looked painful as well. Very good song, went very well with it. Don is my fav and this was unsettling for me. Glad they got Don back, poor guy. Bet he felt really bad after all this was done.
