It is my understanding that the dogs are not owned by the filmer,ruste13,but are local attractions(notice his use of the term "dog" rather than a personal pet name). It has also been stated on another location of this video that is no longer available that this was filmed near a native Aboriginal village,and that they are the ones who speared and killed the Dugong for their personal use,which is perfectly legal,much like native Alaskans are allowed to kill protected species for pesonal use.
