Bush thought he saw the first plane hit and he admitting to thinking there were explosives because he is an idiot. He was not behind the attacks. One soldier thinking he heard about bombs is not reliable proof that bombs were planted. "pull it" is not a term used to demolish a building with explosives. It is impossible to place enough explosives in the buildings needed to demolish them with out anyone noticing.

He was responding to outlandish claims and conspiracy threories, if you put the entire speech in the video instead of quote mining, you might see the difference. @REXITE33 It's not Americans' jurisdiction. Americans are victims of crimes against humanity, and this is the jurisdiction of the International Crimes Court, which extends beyond and includes the US. Unfortunately, the president has a lot of pull and trust with this commission, and is one of the highest authorities in deciding cases. The US constitution makes him immune to most laws, and it seems to extend to the ICC, which isn't American citizens' fault.
