This is a poor country and from the look of it there had been heavy rainfall. If we take this into account along with the fact that the bridge had been washed away then we can summarise that the flooding affected more people than the video shows.

Now, it's obvious that nobody would cross that river unless the had to, nobody wades their truck into a river like that without the risk/benefit ratio being in their favour.
