that rig is not necessary just use a circle hook that is best. That is not a big piece of bait either I've caught twenty pounders on a whole salmon head a big halibut can take really big bait.
Video quality was great for me, but the sound was intermittent at best.
At the end of the day tho, its a video instruction on how to rig for halibut. Turn the sound off and its perfectly ok. I just pretended it was my dad, P'd off with telling me how to do something for the 10th time and was simply showing me without speaking ;)
It takes several attempts and a long while to upload the video on YouTube and the result does not always come out to be the same as the video file you watch locally.

It is a roll of thin rubber string that holds the bait and makes it flexible so it does not look like a dead bait.
