I recognize one of the police officers in the video...the blonde woman that arrived in the Dodge Charger...I can tell you from personal experience with her and her husband, who is also a cop, that one of two things happened.

1. Someone needed help and received it

2. Someone DID break the law BUT was treated with the utmost courtesy and respect.

I watched this twice (parts more than that). It's really hard to tell what's going on. It seems to "relaxed" for an arrest. (Everyone keeps wandering around at will). Did you ever get the story behind it?
