@suicideewok - mate, if the third rail isn't live, the two running rails will be, but it's only like 12V DC (or 20V AC if it's DCC), so not really dangerous.

@epiCnIGraRiNSeOUt I'm guessing they used Peco components for the track, which includes the extra rail for both the supply rail outside, and the return conductor rail between the running rails. Conceivably, you could make them part of the circuit, but it is way easier just to include them for aesthetics and run the power through the running rails as per normal.
