I'm pretty sure Sufjan has heard of barre chords. Using a capo allows him the use of all his fingers, and gives him more freedom. It is easier to make embellishments on open chords than barre chords, so he uses the capo to make those open chords in the right key.
well he appears to be fingering an open D chord. and that is the point of a capo. allowing you to transpose open chords up without having to stress your neck or waste time by retuning it three half steps up.
Try a open D chord, open C chord, open G chord, three half steps up. For the record barring chords doesn't give the same timbre as open strings. but I'm sure you have no clue what that means.
