I actually think EM has gotten better as he's gotten older. He lost a little fire (more producing-which he isn't bad at, than rapping) and his last album (Encore)was average at best, but if you pay attention to even that one (if you can sit through the sillyness) his flow can be ridiculous. Ransom is tight, but limited. Throw Canibus in there as well.

Eminem needs someone to call him out (battle rapper at heart)-but no one is stupid enough to try him. Underrated and taken for granted.

Big L is def not overrated... He barely gets brought up at all. He had an extremely complex style of rhyming. the metaphors and lyrical devices he used were on another level than most other rappers of his day or even today. And yes, Biggie IS overrated... People hold his dick because he is from New York, has an amazing flow, and principally because he beefed with TuPac. Still top 10 all time though, just not top 5 especially based on your requirements.

We will just have to agree to disagree. Biggie vs. Tupac to me was a joke, and shouldn't be the platform to either elevate or denigrate either rapper. Biggie lyrically/metaphorically is just flat out better than Tupac (Pac was deeper..but so what?).
