For pc users all you have to do is open the console and close all menus, but for xbox users I still have had no success lowering it myself, even with the hex editor but I might be doing something wrong if someone else figures it out please post to help the rest of us

Wait if 0a = 10 in hexidecimal, anything below that would just be 0 and the number, meaning 9 would be 09 correct? Things higher are represented by different letters in the order 0,1,2,3,4,5,6,7,8,9,A,B,C,D,E,­F if I am correct, but I am unsure, can someone please confirm before someone else reads this and fucks their files up?

THANK YOU SO MUCH FOR THIS VIDEO. after lonesome road there is manditory perk that makes you add 1 special point but if you have all 10, you get stuck in the (add a point to you special menu). But thanks to this video i was able to lower my strength to 9 using the hex editor, then add the point normally and continue my game. Your the true hero in my fallout world.

@MrBbendiksen Okay, I figured it out. For some reason whenever I would try to change any of them to 9 it wouldn't stick but I tried changing my Luck to 8 and that worked. Then I just went and got the Luck implant at the clinic putting me at 9, and I'll get it back up to 10 with the mandatory point at the end of the DLC. I'm not sure if that'll work for everyone, but hopefully it'll help some people out.

@MrBitchyHimSelf I see where your comming from, but there are alot more xbox modders than ps3 so big tools such as modio want to satisfy the majority of the poplation which is xbox. Another reasong why Modio supports xbox users over ps3 is because xbox modding is alot harder to mod manually because the encoding of the xbox is alot more difficult to decode than the ps3. Tools such as modio is supposed to make a task that takes hours into a few minutes which ps3 doesnt need since ucandoit manually

@chrisstopherangleis ok first off, if you do find out how to do this, dont do it. ive thought of it too and have come to the conclusion that if you get greedy and put all the stats to max like skills 100 and special 10, and you still need to level up, how do you get rid of the screen that tells you to distrubute skill points huh? you dont, youll be trapped in the skill barrier

@alphabees oh so what your saying is if you mod your level of each skill you won't be modding your xp for the skill and once you reach the neccessary xp to level up for that skill the game will trap you? I had this same thing happen in Fable 2, I modded the levels but not the xp and when I got to the xp I needed to get the next rank the game ignored it.
