That white building was a sewage pumping station, or similar. It was studied afterwards to determine the forces it had been subjected to by the second wave, which we saw hitting it.
When this video starts, the first wave has already come ashore and the second wave comes in on top of the raised water level. At the end of the video, the water has withdrawn far, far lower than it ever would under normal circumstances. Of course, it came back again in subsequent tsunami waves.
