OPD is not above scrutiny. several cops including a commander are under FBI investigation for a murder cover up. 11 others are in the midst of being fired for falsifying crime lab reports. Another is in jailed being charged with murder.
I would seriously look at any conveniently discovered "DNA evidence" with an eye of skepticism. The riders case revealed OPD to be steeped in corruption. It is not improbable that they would fabricate in attempt to slander Lovell's hero status & deter copy cats
