You don't want to spin the fans with the air as it can damage bearings. Best to use a can of compressed air for more control, maybe a qtip to dislodge anything in the heat sink. But avoid leafblowers and carwashes.

DO NOT DO THIS!! The filter system on these blowers is not good enough to filter the small fragments in the air. These fragments will pass through the filter and hit the board and components, resulting in damage. Use a compressor instead.
Your concern is purely theoretical. The inlet sits waist-high so it's not low enough to the ground to pick up any particles. Not sure where you live but over here I don't have anything floating up in the air :)
I did it once on the high setting and it was strong enough so that when I approached the computer, the gush of air started flexing my videocard in it's AGP slot. Next I would have seen transistors flying off, I'm sure.

You really dont need to put the blower so close
it does a damn fine job from far away
I just blew mine out in 15 seconds and it's clean as a whistle and you can minimize the risk
