NCEA is just dumbed down each year for Maoris to be able to attain "qualifications". They won't be motivated by this, they'll just be finding school more and more useless intuitively. Main thing that matters is the view a person has on life. Maoris they don't like working as can be seen with a lot of them in prisons and NCEA won't really change any rates of unemployment, crime etc.
The percentage system is what really measures the person's capability so that's what should be brought back!
