Yes! He won the Pulitzer yesterday. Looking at this again, I think I should have used "Proverb" for the whole episode and just chopped it up into different parts.

This series of episodes is curiously addictive. His themes lead to:
(A) sex is a bad thing [according to the FBI while they eat pastries]
(B) we cannot make sexual connections["My God, these muffins are giving me a hard-on!"]
(C) we have un-natural priorities [tax concerns in pre-sex strolls]
and
(D) sexual arousal scares us ["You climaxed with fish slapping?"].
The popping balloons here represent people climaxing. The meaning is found in their performances - boredom.
